I failed the PE and am applying to about 150 FM programs. I retook the PE last week, but won't get the results until probably late Nov. I didn't take Step1/2. COMLEX 1 and 2 were 450s. Then I compared it to my first score and was blown away: it was a 100-point increase from my first exam. I did a quick Google search to see if it was common to increase COMLEX score by 100 points. It's not.

Theoretically, you don't need a passing comlex 2 score to get an interview invite, but you do need a passing score in order to get ranked. I said theoretically in the hopes that PD will look at apps holistically. Just submit your apps with everyone else and contact PDs to inform them that you've passed. Good luck. :)
